Ukraine has a chance to become a hub of modern engineering and technological development

This main idea is the basis for the bill proposed by nearly twenty people’s deputies of the Verkhovna Rada. It is registered under number 3799.

The authors took into account the example of technologically developed countries of the world, which today are leaders in the export of engineering services. In Ukraine, the market for innovative technologies is still only at the stage of formation. Tax incentives for development companies can change the situation for the better.

The bill provides for a reduction in the personal income tax rate from 18 to 9% and a decrease in the single social contribution rate from 22 to 5%. These changes will concern “subjects of the engineering and engineering industry”, that is, companies that receive at least 70% of their income from engineering and engineering activities. In addition, at least 100 employees of the company must have an appropriate education.

In the end, there are no problems with human resources in Ukraine, however, due to the lack of effective management and government support, the global engineering services market is not yet available for Ukraine.

Chairman of the Academic Council of the Igor Sikorsky Kyiv Polytechnic Institute, Academician of the National Academy of Sciences of Ukraine Mikhailo Ilchenko is sure that the adoption of this bill is extremely important. After all, engineering science-intensive intellectual research activities should be in demand, the services of our specialists can be ordered in profitable export contracts.

Director of the Institute of Igor Sikorsky Aerospace Technologies KPI, Professor Ivan Korobko is convinced that the reduction of tax rates is only the first step towards providing legal support for domestic high-tech industries.

Director of the Igor Sikorsky Mechanical Engineering Institute KPI, Corresponding Member of the National Academy of Sciences of Ukraine Mykola Bobyr assures that Ukrainian companies will not be left without orders, since cooperation with engineering structures is very beneficial for high-tech industrial enterprises, allowing them not to keep their own large design bureaus, but to order certain work to engineering firms. This is a common practice in the world.

The adoption of this bill will give an impetus to the rapid development of the field of engineering and engineering services – just as it happened with the IT market. And this is a high added value of the final product, an increase in revenues to the country’s budget, new highly intelligent jobs in Ukraine and decent wages for specialists in accordance with world standards.
