The Ministry of Education and Science proposes for public discussion a draft resolution of the Cabinet of Ministers of Ukraine on approval of the regulation on competitive selection of scientific, scientific and technical works and projects financed by an external assistance tool of the European Union

The purpose of the draft act is to determine the procedure for the Ministry of Education and Science of Ukraine to conduct a competitive selection of scientific, scientific and technical works and projects financed by an external assistance tool of the European Union to fulfill Ukraine’s obligations in the Horizon 2020 European Union Research and Innovation Framework Program.

In connection with the introduction of amendments to the Procedure for using the funds provided in the state budget for fulfilling Ukraine’s obligations in the Horizon 2020 European Union Research and Innovation Framework (hereinafter referred to as the Procedure), approved by Cabinet of Ministers of Ukraine dated March 23, 2016 No. 227, resolution Cabinet of Ministers of Ukraine “On Amending the Procedure for Using Funds Provided for in the State Budget to Meet Ukraine’s Obligations in the Framework for Research and Innovation of the European Union Horizon 2020” dated November 27, 2019 No. 981 in terms of expanding the direction of the special fund received for account of the relevant external assistance tool of the European Union, it is necessary to determine the procedure for the Ministry of Education and Science of Ukraine to select competitive scientific, scientific and technical works and projects that will be financed by an external assistance tool of the European Union and in order to fulfill Ukraine’s obligations in the Horizon 2020 European Union Research and Innovation Framework, according to the results of which, in accordance with paragraph 5 of the Procedure, financial support will be provided for scientific, scientific and technical work and projects by universities, small and medium-sized entities entrepreneurship and research institutions, to conduct innovative activities in higher education institutions and scientific institutions, as well as business entities, in terms of reimbursement of costs for the feasibility study of projects in the field of scientific (scientific and technical) work.
