The government approved the State Strategy for Regional Development by 2027
Digitalization is among the priorities for the development of communities and territories.
The government approved the State Strategy for Regional Development until 2027. The strategy was developed by the Ministry of Development of Communities and Territories of Ukraine with the participation of the Ministry of Digital Transformation of Ukraine.
The strategy will contribute to the economic growth of Ukraine and the development of the information society. As well as ensuring access to high-speed Internet for all settlements, developing the sphere of providing public services for the digital transformation of regions.
In general, the strategy contains more than 60 digital transformation tasks. Priority goals are:

increasing the level of digital literacy of the population,

ensuring unhindered access to high-speed Internet for all settlements (primarily rural and small towns) and social institutions,
-
providing the opportunity to receive electronic services via a smartphone,
-
introduction of electronic document management,
-
ensuring electronic interaction between national registers, registers of local governments,
-
conversion of priority public services into electronic form;
-
introduction of open data by regional authorities
-
development of e-democracy tools
As well as the introduction of a system for electronic receipt of documents and ensuring the possibility of applying for services in the field of social protection through online services, and the introduction of an electronic queue system. In addition, it is planned to create an electronic educational system, introduce modern curricula at all levels of education for the effective formation of modern digital skills and the introduction of new professions, and the like.
The strategy will be implemented in two stages: the first in 2021-2023 and the second in 2024-2027.
Also, to monitor the achievement of goals, strategies added 3 digital KPIs:

the percentage of social institutions using fixed broadband Internet access (until 2023 – schools, primary and secondary care institutions, CNAP 100%, other institutions 95%);
-
coverage of the region’s territories with 4G mobile networks (until 2023 – 90% of the population);
-
the level of digital literacy among the population (until 2023 – 55%).
