The competition of joint Ukrainian-Austrian research projects for 2021-2022 has started. It was announced on March 2, 2020 by the Ministry of Education and Science of Ukraine, the Federal Ministry of Science, Research and Economy of the Republic of Austria and the Austrian Agency for International Cooperation in Education and Research.

Projects are accepted until April 27, 2020. It can be submitted in all scientific disciplines and thematic areas.

The competition is open to any research groups of higher education institutions, scientific institutions and enterprises of both countries.

Submission of the application

To participate in the competition it must be submitted:

• cover letter on the form of the applicant institution addressed to the First Deputy Minister of Education and Science Y. Y. Polyukhovich (1 copy). The letter must indicate the name of the joint project and the name of the scientific advisor within the competition;
• the completed application form for participation in the competition in Ukrainian and English languages ​​(2 paper copies with signatures and seals of both sides);
• fill out a Google questionnaire with a Word application form attached to it;
• letter of confirmation from the Austrian partner (project manager), on the form of the partner institution (1 copy);
• an act of examination for open publication of research results on the topic of the project (1 copy);
• an abstract of the project in Ukrainian and English with the signature of the project manager (1 copy);
• CV in Ukrainian and English by Ukrainian and Austrian project supervisors (1 copy each).

All paper materials must be collected in one folder.

Organizers will only consider applications submitted in accordance with the above requirements and submitted on time.

The documents are accepted at the address: Ukraine, 01601, Kyiv, Taras Shevchenko Boulevard, 16, Ministry of Education and Science of Ukraine. They can be submitted in two ways:

• send by post (date is determined by the stamp on the mailing envelope);
• transfer in person – leave in the mailbox located in the MES lobby at the address above.

Project managers and key project participants can submit several applications. However, managers will not be able to receive funding for more than one project.

Selection stages

• verification of documents for compliance;
• submission of applications for scientific expertise;
• carrying out of examinations in both countries;
• consideration of the results of the examination by the Joint Ukrainian-Austrian Commission;
• approval by the Commission of the results of the competition and the list of projects to be funded.

Selection criteria

• scientific relevance;
• scientific quality and innovative nature of the project;
• the ability and competence of temporary research teams to bring the project to life;
• the possibility of joint research and the adequacy of the scientific method;
• experience of participation in international projects and future development of international cooperation;
• the quality of the infrastructure of the institutions involved in the project;
• participation in the project of young scientists and women scientists;
• opportunities for practical use of project results;
• justification of the estimated cost of the project.

Financing

The funding is allocated for 2 years – for each year separately. Each year, they enter into appropriate project implementation contracts with the contractors. The decision to continue financing next year is made after considering the report for the previous year.

For short-term stays in Austria (up to 14 days) within the approved projects, the Austrian side pays EUR 100 per day (accommodation and per diem) to Ukrainian researchers. For a long stay (from 15 days to 3 months maximum) – 1500 euros per month. The Ukrainian side pays Ukraine-Austria-Ukraine travel and health insurance to Ukrainian researchers.

For the invited Austrian scientists, the Ukrainian side will bear the costs associated with their stay in Ukraine.

Intellectual Property

Scientists from the Ukrainian side, in particular project managers, should take all necessary measures to protect the scientific, technical and industrial values that they hold, as well as intellectual property rights. The focus will be to ensure that unplanned transfer of Ukrainian technologies to other countries within the framework of cooperation.
