The start of the fifth competition for scientific works of young scientists is scheduled for August 15 – in previous years, more than 300 projects received support

On August 15, the Ministry of Education and Science plans to announce the fifth competition of scientific works of young scientists. To support the best projects, the budget for next year is expected to allocate more than UAH 100 million. This was announced by the Director-General of the Directorate of Science and Innovation of the Ministry of Education and Science Yulia Bezvershenko on August 12, 2020.

Young researchers who work or study in higher education institutions or scientific institutions subordinate to the Ministry of Education and Science can participate in the competition. The project manager must be either a candidate of sciences under the age of 35 or a doctoral student (doctor of sciences) under the age of 40. The age limit for performers is 35.

Works are accepted in 11 directions, which correspond to the priorities of the EU research and innovation program “Horizon-2020”.

The competition takes place in several stages. First, the WBO and scientific institutions select projects at their level and submit them to the Ministry of Education and Science. This stage will run from August 15 to September 25.

“Initially, we planned to set a deadline for accepting projects until September 18 due to a tight examination schedule. However, at the request of the Council of Young Scientists under the Ministry of Education and Science, with which we maintain constant communication, we extended the deadline as much as possible – until September 25. We hope that that this will allow universities to select and approve projects at their own level in a normal operating mode”, – said Yulia Bezvershenko, Director General of the Directorate for Science and Innovation of the Ministry of Education and Science.

She added that other suggestions from the Council had been taken into account. In particular, changes have been made to the assessment forms for the project for the distribution of points by different indicators. Also, members of the Competition Commission will have access to all the conclusions of the experts.

“These were the things that we could take into account promptly so as not to delay the announcement of the tender. There are still a number of quite sensible proposals, the adoption of which takes more time, therefore we will develop large-scale changes in regulatory documents for the next tender. For example, in the near future we plan to announce the beginning of the procedure for the rotation of experts who will be able to join the competition in 2021”, – explained Yulia Bezvershenko.

The expertise of projects is carried out by sections in professional areas of the Expert Council of the Ministry of Education and Science, which also consists of young scientists. Each project is evaluated by 5 experts. The total number of points is considered as the arithmetic mean of the assessments of 3 experts, ranging between the lowest and the highest. That is, the highest and lowest scores are not counted. This allows for a better and more objective examination.

Based on the proposals of the Expert Council, the winners are determined by the Competition Commission of the Ministry of Education and Science, after which their list is approved by order of the Ministry.

We remind you that by 2020 the Ministry of Education and Science has funded scientific projects of young scientists for a record amount – more than UAH 100 million. A total of 199 works received support, 47 new and 152 transitional from previous years.

Over the previous years of the competition (2016-2018), 256 projects worth almost UAH 130 million were carried out.

The competition was founded and carried out with the support of the Council of Young Scientists under the Ministry of Education and Science.
