The Ministry of Education and Science has launched the development of a draft strategy for the development of higher education for 2021-2031. – everyone can join
On August 6, 2020, the first meeting of the working group on the development of the draft Strategy for the Development of Higher Education in Ukraine for 2021-2031 was held at the Ministry of Education and Science under the chairmanship of the First Deputy Minister of Education and Science of Ukraine Mykola Kizim via videoconference.
The document is being developed in pursuance of the Decree of the President of Ukraine Volodymyr Zelenskyy (Decree No. 210/2020 “On improving higher education in Ukraine“) and the corresponding instructions of the Prime Minister of Ukraine Denis Shmigal (No. 23502/2 / 1-20 of 12.06.2020 and No. 23502 / 3 / 1-20 from 13.06.2020).
“The strategy should become a document that will summarize the vision of the expert community on the future development of higher education in Ukraine and its role in the life of our society. We invited 93 professional experts to the working group, including MPs, experts from the National Institute for Strategic Studies and NASU, chairmen of regional councils of rectors and rectors of leading Ukrainian universities, representatives of the employers’ federation, heads of NAC, NAME, National Council Scientific Committee. development of science and technology and other well-known specialists. Work on the document will be open to the public. To do this, we have created a communication platform on the Internet, through which other representatives of the professional community can join the work”, – said Mykola Kyzym, First Deputy Minister of Education and Science of Ukraine.
To ensure efficient and coordinated activities, the members of the working group will work in subgroups in specific areas:
- analysis of the current state of the higher education system in Ukraine;
- international experience in organizing the higher education system;
- forecasting the needs of the labor market for specialists with higher education;
- institutional forms of obtaining higher education in Ukraine;
- teacher of the future;
- innovative technologies in higher education, distance learning, scientific and methodological support of higher education;
- scientific and scientific and technical activities in the process of obtaining higher education;
- the formation of entrepreneurial skills in the process of obtaining higher education;
- the higher education system and smart specialization of regions, development of regional ecosystems and industry 4.0 clusters;
- development of a system for monitoring and evaluating the quality of education;
- financing of higher education;
- development of a higher education management system;
- the popularization of opportunities for obtaining higher education in Ukraine for foreign students.
By August 14, working sessions will be held in all 13 subgroups. The Directorate of Higher Education and Adult Education of the Ministry of Education and Science will deal with the processing of proposals that will come through the communication platform from subgroups and independent experts.
This approach to the development of the draft Strategy using modern digital tools will allow, according to Mykola Kizim, to increase the level of interaction between the coordinators of each of the subgroups and the Ministry’s team and to fulfill the established goal within a certain time frame – to prepare a document by September 1, 2020.
The next meeting of the working group will take place on August 18. It is planned to discuss and approve the key components of the draft Strategy: vision, mission, SWOT analysis, strategic and operational goals and objectives to achieve them.
