21 universities will receive a grant to improve energy efficiency: Verkhovna Rada ratifies the agreement
On April 16, at an extraordinary meeting of the Verkhovna Rada, 339 deputies voted for the ratification of the grant agreement from the Eastern European Partnership on Energy Efficiency and Ecology (E5P), aimed at improving the energy efficiency of higher education institutions.
“Ratification of the grant agreement of the E5P fund allows us to start using € 10 million of grant funds, non-refundable, and € 120 million of loan funds from the European Investment Bank and € 30 million from NEFCO for the reconstruction of buildings at 21 universities. These funds will allow universities to significantly save on energy resources and improve working and educational conditions, and at the same time, the quality and reliability of university services, ”said the acting Minister of Education and Science of Ukraine Lyubomira Mandziy.
Grant E5P was provided within the framework of the Higher Education of Ukraine project. The first stage of the project has already begun, as defined in the agreement with the European Investment Bank. Participation in the first stage of the project is taken by 7 universities, in particular, Kharkiv Polytechnic Institute, Lviv Polytechnic, Yuri Kondratyuk Poltava National Technical University, Chernihiv National Technological University, Sumy State University, Vinnytsia National Technological University and Drahomanov National Pedagogical University. The funding start for these universities is scheduled for Q3 2020.
By the end of 2020, the Ministry of Education and Science plans to begin procurement procedures from 14 other universities and begin funding in early 2021.
The ratification of this agreement allows the use of non-refundable grants in projects and significantly accelerates its implementation to ensure comfortable learning conditions for our students and teachers.
Recall that the Verkhovna Rada adopted changes to the state budget 2020: the Ministry of Education and Science was able to maintain funding for most key programs.
