Promotion of the MES team to strengthen the education and science system of Ukraine: science and innovation
The Ministry of Education and Science of Ukraine continues a series of blitz publications about the work of the new MES team to strengthen the education and science system of Ukraine. The fifth block deals with science and innovation.
STARTED ACTIVATION OF THE ACTIVITIES OF SCIENTIFIC PARKS (DRAFT LAW)
At the meeting of the Government, the draft Law of Ukraine “On Amendments to Certain Laws of Ukraine Concerning the Enhancement of the Activity of Science Parks”, developed by the Ministry, was approved.
The purpose of the document is to increase the efficiency of innovation in science parks and the commercialization of the results of scientific research and scientific and technical (experimental) developments. The Ministry considers it necessary to provide institutions of higher education and scientific institutions with real autonomy for the creation of science parks and to exclude a possible corruption component in this process.
The Ministry of Education and Science has developed legislative changes that will allow science parks to work effectively and have real results.
In particular, it is planned to develop research and innovation infrastructure, the state of which ensures the creation and implementation (commercialization) by scientists and subjects of innovation of the results of their research and development.
It is also proposed to provide for certain guarantees for the effective development of science parks, taking into account the interests of higher educational institutions and scientific institutions.
The draft law was developed in accordance with priority 13.5 “Development of Science and Innovation” of the Program of Activities of the Cabinet of Ministers of Ukraine and will be submitted to the Verkhovna Rada of Ukraine for consideration and decision.
A PLAN IS BEING DEVELOPED TO REFORM THE NATIONAL AND SECTORAL ACADEMIES OF SCIENCE AND TECHNOLOGY
Now the Ministry of Education and Science of Ukraine has created working groups to reform the National and sectoral academies of sciences. Representatives of the academies of sciences, higher educational institutions, the Scientific Committee of the National Council of Ukraine for the Development of Science and Technology and the Public, interested central executive bodies and people’s deputies of Ukraine are involved in them.
Working groups develop and submit to the Ministry agreed Action Plans for reforming the National Academy of Sciences of Ukraine, the National Academy of Agrarian Sciences of Ukraine and the National Academy of Pedagogical Sciences.
STATE SUPPORT IN THE SPHERE OF TECHNOLOGY TRANSFER CONTINUES (DRAFT LAW)
The Ministry of Education and Science has developed a draft Law of Ukraine “On Amendments to Certain Laws of Ukraine Concerning the Promotion of Activities in the Field of Technology Transfer”, which is now at the final stage of coordination with the central executive authorities.
The creation of legal conditions for the introduction of developments by the HEIs and scientific institutions on the market is an urgent need.
Approval of the bill will allow the introducing of state support in the field of technology transfer, as well as unifying the conditions for concluding agreements on technology transfer.
It is proposed to achieve this by providing access to economic and patent information from foreign sources and databases, introducing a mechanism for the implementation of foreign patenting for state budget funds on a competitive basis, defining the specifics of purchasing technologies for budget funds, simplifying the conditions for concluding a technology transfer agreement, introducing subsidies high-tech production projects implemented with the participation of scientific institutions or HEIs.
THE PERIOD OF VALIDITY OF ALL SPECIALIZED SCIENTIFIC COUNCILS HAS BEEN EXTENDED (ORDER OF MES)
Applicants for the degree of candidate or doctor of science will be able to defend their work and receive the corresponding diplomas until May 15, 2021. The corresponding order is posted on the website of the Ministry of Education and Science.
The Ministry of Education and Science of Ukraine, by its order, extended the validity of all specialized scientific councils. The corresponding decision was preceded by amendments to the Law of Ukraine “On Higher Education”.
Also, the Government allowed specialized academic councils to hold meetings via video communication.
A CONCEPT FOR THE IMPLEMENTATION OF THE STATE POLICY FOR THE DEVELOPMENT OF THE UKRAINIAN E-INFRASTRUCTURE BY 2023 HAS BEEN DEVELOPED (PROJECT ORDER OF THE CMU)
The Ministry of Education and Science sent for approval to the central executive authorities a draft Concept for the implementation of state policy for the development of Ukrainian e-infrastructures until 2023.
The main task of e-infrastructures is to receive, store, manage and integrate scientific data, their in-depth analysis, visualization, computing and communication services, as well as other information processing services provided on the Internet.
Despite the fact that this task is universal and is not limited only to a separate branch of knowledge, the activity of e-infrastructures can be useful for the development of any scientific discipline.
The introduction of the above-mentioned project will contribute to the implementation of state policy in the field of Ukrainian e-infrastructures.
FOR THE FIRST TIME IN 20 YEARS INCREASED THE VOLUME OF PAYMENTS TO UKRAINIAN POLAR EXPLORERS
On September 30, 2020, the Resolution “On Amendments to the Resolution of the Cabinet of Ministers of Ukraine dated January 28, 2000 No. 140 “On Wages, Guarantees and Compensation for Workers Sent to Work at the Antarctic Station “Akademik Vernadsky” was adopted.
According to the document, for the first time in 20 years, the amount of wages (per diem) of Ukrainian polar explorers has been increased 2.5 times. The changes adopted by the Government also take into account the harsh climatic conditions of the current and next years caused by the coronavirus pandemic.
The decree also applies to the current composition of the 25th Ukrainian Antarctic Expedition (UAE), which is now on polar watch at the Akademik Vernadsky station, and to the composition of the future 26th UAE.
