Ukrainian Science 2019: a large-scale analytical study is posted on the website of the Ministry of Education and Science
How many scientists are there in Ukraine, in what areas do they work, how do the government and business finance their work, what are the results of their research, in particular, in international comparisons? This and a lot of other important statistical information about Ukrainian science can be found in the analytical report: “Scientific and scientific and technical activities in Ukraine in 2019”, which was posted on the website of the Ministry of Education and Science on August 13, 2020.
In particular, last year UAH 17 billion 254 million were spent on research and development in Ukraine from all sources. The largest part was financed by the state – 38.3%. The share of funds of domestic customers was 28.1%, foreign sources – 22.3%, own funds – 10%, other sources – 1.3%.
At the same time, the science intensity of GDP, as in previous years, remained critically low. In 2019, this figure was 0.43% (a record low in the last 10 years), and at the expense of the state budget – 0.17%. For comparison: according to 2018 data, the EU-28 GDP research intensity averaged 2.12%.
From the state budget, the scientific sphere was financed by 20 chief funds managers through 49 programs. Within their limits, UAH 9 billion 312 million were carried out, of which more than 70% is the general fund.
Most of the funds of the common fund (over 80%) were directed to research and development in general. Another 7.6% was spent on supporting the development of scientific infrastructure and updating the material and technical base, and 12.2% – on other areas.
One of the most important indicators of the effectiveness of the use of budgetary funds for financing research and development is the level of implementation of scientific (scientific and technical) products.
Thus, almost 76% of 19,453 units of products created with state budget funds have been introduced. But at the same time, the level of implementation of products created at the expense of the general fund is 70.6%, and those created at the expense of the special fund – almost 90%. The same situation is observed for all types of products. For example, in the category “Materials” the difference between the implementation on the funds of the general and special funds is more than 40%.
