The Ministry of Education and Science of Ukraine proposes for public discussion a draft decree of the Cabinet of Ministers of Ukraine “On Approving the Concept of the State Program for the Development of Research Infrastructures in Ukraine until 2026”.
The purpose of the draft act is to create the necessary organizational, legal and financial prerequisites for the development of a system of research infrastructures in Ukraine, to increase their competitiveness, as well as the development of scientific and innovative areas in terms of scientists’ access to advanced research infrastructures in the EU by approving the State Program for the Development of Research Infrastructures in Ukraine until 2026.
The signing of the Association Agreement laid the foundation for the development of Ukraine, the need to deepen relations of Ukraine with politics in the European Union (hereinafter – the EU). In accordance with paragraph 2 of Article 375 of the Association Agreement, cooperation between Ukraine and the EU in the field of science and technology is aimed at facilitating the involvement of Ukraine in the European Research Area (hereinafter – the ERA).
By the decision of the UN Summit on Sustainable Development in 2015, 17 Goals of Sustainable Development (GSD) were approved. Ukraine joined the implementation of the Sustainable Development Goals defined in the final document “Transforming our world: the agenda for sustainable development until 2030”, adopted in 2015 at the UN General Assembly. Each global goal is considered taking into account the specifics of national development and it is determined that science is one of the key driving factors for achieving the GSD.
Determining the priority areas for the development of science and technology and their implementation to achieve the GSD in Ukraine requires taking into account the key priorities of the ERA, cooperation within the framework of Horizon Europe, the European Union framework for financing science and innovation, and other formats of international scientific and technical cooperation in accordance with Articles 374-377 of the Association Agreement, in particular cooperation in international research infrastructure associations.
The development of research infrastructures of an international level in Ukraine and providing access to existing European research infrastructures or those that are at the commissioning stage, are extremely important for the entire scientific community of Ukraine in the context of integration into the ERA. The European Commission provides significant funds for the development of research infrastructures of exclusively pan-European importance. At the same time, the support or creation of new research infrastructures at the national level remains a subject of special attention for each of the European countries.
The unique research infrastructures created in Europe have equipment, facilities and data banks, the total cost of creating and functioning of which exceeds the financial-economic capabilities of one country, therefore they are being introduced as part of international cooperation (primarily within the EU). The technological level of these research infrastructures is unique by European or international standards, therefore they play a decisive role in achieving advanced scientific results within the ERA.
In this regard, the EU has identified the need to coordinate the state policies of the EU member states and associated countries regarding the strategic development of research infrastructures in order to ensure access for scientists to the most important objects of scientific equipment and equipment for conducting research at a high level.
The low level of material and technical support of Ukrainian research infrastructures and a significant decrease in the competitiveness of scientific research and scientific and technical (experimental) developments due to the mismatch between the capacities and level of technological ability of Ukrainian research infrastructures to similar research infrastructures of the EIP indicates that without a program-oriented approach to financing it is impossible to restore a research system and corresponding research infrastructure with a special target program with budget financing.
