Acceptance of documents for state certification of scientific institutions continues: in electronic form they must be submitted before August 14, and in paper by 28

Scientific institutions that plan to pass state certification in 2020 have to go for certification until August 14 of this year. This is reminded by the Directorate of Science and Innovation of the Ministry of Education and Science in the corresponding letter of explanation sent on July 8, 2020, to 3 national academies of sciences.

The scientific institution must submit to the MES in electronic and paper forms:

Such materials, in particular, indicate indicators on the scientific and financial potential of the institution, the effectiveness of its scientific research, innovation activity, international integration, and the like.

“In the letter, we separately note that all the information provided must correspond to the real performance of the institution. All information will be checked. And if the facts of the provision of false information are revealed in the materials, this will be taken into account by the expert group and the expert commission when classifying the institution as a classification group”, – said the Director General of the Directorate of Science and Innovation Yulia Bezvershenko.

In electronic form, information must be filled in through a special system, after which it is necessary to contact the administrator to confirm the possibility of printing them. Deadline – August 14th.

Therefore, it is necessary to print out information materials from the system, add an application to them on the institution’s letterhead and some more references and submit it to the Ministry of Education and Science (Blvd. Tarasa Shevchenko, 16, Kyiv, 01601, SMEs). Deadline – August 28th.

It is worth noting that this year it will be the second wave of state certification of scientific institutions. The first lasted from March 2 to May 29, 79 scientific institutions passed the assessment. Of these, 40 were assigned to the highest category – leading scientific institutions, 36 to the second, 3 to the third, and 0 to the fourth.

About 150 institutions are expected for the second wave of certification.

We remind you that since 2019, the effectiveness of the work of scientific institutions is evaluated according to the new rules. This is done by independent expert groups based on clear, uniform criteria for all. The process of state certification is carried out by the Ministry of Education and Science.

According to the results of certification, institutions belong to one of 4 groups:

  1. Leaders – have a high level of efficiency and are recognized in Ukraine and the world. Certified for 5 years
  2. Stable research institutions that can be leading in certain areas of research. Certified for 3 years;
  3. Scientific institutions are unique in a certain field, but demonstrate a low level of potential development. Certified for 2 years;
  4. Scientific institutions for which scientific, scientific, technical or innovative activity has ceased to be the main activity are not unique in the relevant industry and have lost development prospects. Such institutions must be reorganized or liquidated during the year.

Last year, 176 scientific institutions of a number of ministries and industry academies passed certification, and this year institutions of the NAS of Ukraine will pass its parts.
