Competition of Ukrainian-Latvian research projects for 2021-2022 has started

On March 18, 2020, a competition for joint Ukrainian-Latvian research projects for 2021-2022 has launched. It was announced by the Ministry of Education and Science of Ukraine and the State Agency for Education Development of the Republic of Latvia.

Applications will be accepted until May 18, 2020.

Priority directions:

  • Energy and energy efficiency;
  • Ecology and sustainable use of nature, including marine research, including studies of pollution of the sea waters by chemicals and microplastics;
  • New technologies for the prevention and treatment of the most common diseases, research in the field of biotechnology, bioengineering and genetics;
  • New materials;
  • Social Sciences and Humanities.

The competition is open to any research groups of higher education institutions, scientific institutions of both countries.

Submission of the application

To participate in the competition you must submit:

  • cover letter on the form of the applicant institution in an arbitrary form, addressed to the Ministry of Education and Science of Ukraine, indicating the name of the joint project, priority direction, full name of the scientific advisor and with the list of annexes (1 copy);
  • completed application form for participation in the competition in Ukrainian and English in one file (2 paper copies with signatures and seals on both sides; a scanned copy from a Latvian partner is allowed);
  • letter of acknowledgment from the Latvian partner (project manager) on the form of the partner institution in any form addressed to the head of the applicant institution stating the name of the joint project (1 copy; scan copy allowed);
  • act of examination for open publication of materials on the topic of the project (1 copy);
    CV in Ukrainian and English of Ukrainian and Latvian scientific leaders of the project (1 copy each);
  • fill out the Google application form, which is required to download the completed application in * .doc and * .pdf formats. It is better to complete the Google application after all the above documents have been prepared.

All paper materials must be compiled into one signed folder.

Organizers will only consider applications submitted in accordance with the above requirements and submitted on time.

Documents are accepted at the address: Ministry of Education and Science of Ukraine, Blvd. Taras Shevchenko, 16, 310, Kyiv, 01601. They can be submitted in two ways:

  • send by post (date is determined by the stamp on the mailing envelope);
  • file in person – leave in the mailbox located in the MES lobby at the above address.

Selection stages:

  • verification of documents for compliance;
  • submission of applications for scientific expertise;
  • carrying out examinations in parallel in both countries;
  • consideration of the results of the examination by the Joint Ukrainian-Latvian Commission;
  • approval by the Joint Commission of the results of the competition and the list of projects to be funded.

Selection criteria:

  • scientific relevance;
  • scientific quality and innovative nature of the project;
  • the ability and competence of temporary research teams to bring the project to life;
  • the possibility of joint research and the adequacy of the scientific method;
  • experience of participation in international projects and future development of international cooperation;
  • the quality of the infrastructure of the institutions involved in the project;
  • participation in the project of young scientists (under 35 years);
  • opportunities for practical use of project results.

Intellectual Property

Ukrainian scientists, in particular project managers, should take all necessary measures to protect the scientific, technical and industrial values they hold, as well as intellectual property rights. The focus will be to ensure that unplanned transfer of Ukrainian technologies to other countries within the framework of cooperation.

Financing

The project proposal should be for 2 years. Funding is allocated for each year separately. Each year, they enter into appropriate project implementation contracts with the contractors. The decision to continue financing next year is made after considering the report for the previous year.

The financial support from the Ukrainian side of the research projects covers the expenses of the Ukrainian scientists during the visit to the Republic of Latvia, namely: travel expenses, accommodation, daily allowance, visa as needed and health insurance days are calculated in accordance with the Resolution of the Cabinet of Ministers of 02.02.2011 №98).

The admission of Latvian colleagues is paid by the Latvian party.

The financial support also includes the salaries of Ukrainian participants in the research project. In addition, the contract for the implementation (transfer) of research work between the Ministry of Education and Science and the implementing agency provides for the cost of materials and overhead costs to support the organization where the research project is carried out.

Additional Information

Applicants to participate in the competition from the Ukrainian side should make sure that their Latvian partners have submitted an appropriate application for the same topic of research to the State Agency for the Development of Education of the Republic of Latvia. Only project proposals submitted by both partners will be considered.

Project managers and key project participants can submit several applications. However, managers will not be able to receive funding for more than one project.

Information about the winners of the competition will be published on the website of the Ministry of Education and Science of Ukraine in the section “Bilateral scientific competitions”.
