Government officially launched the National Economic Strategy 2030
On September 7, under the chairmanship of the Minister of Economic Development, Trade and Agriculture of Ukraine Igor Petrashko, a founding meeting of the working group on the development of the National Economic Strategy-2030 was held. The strategy is an initiative of the President and Prime Minister of Ukraine. According to the order of the Head of Government, the Center for Economic Recovery is a platform and coordinator for its development.
“Ukraine urgently needs to move away from the development model, in which competitive advantages are mainly due to the use of natural resources and cheap labor. Instead, we must build an innovative model, the priorities of which are the development and trade in products with higher added value, a high technological level of production, qualified a well-paid workforce, saving energy and other types of natural resources and an innovative management style. This is the path of development that our strategy should be directed to”, – the minister said.
He added that the official start was preceded by the relevant work of expert organizations, scientific institutions and government agencies. The work on the Strategy itself will begin with the definition of specific economic indicators that the country will need to achieve.
The National Economic Strategy is the main vectors along which Ukraine will develop: incentives for industry, incentives for the agricultural sector, incentives for production, transport corridors, incentives for IT and R&D, incentives for infrastructure and domestic transport, incentives for the energy sector.
The initiatives laid down in the strategy will be highlighted in state targeted programs and will begin to be implemented as early as 2021.
Accelerators of the transition to an innovative model should be:
-
Changes in approaches to public administration. It is necessary to ensure a clear distribution of responsibility, eliminate duplication of powers, eradicate corruption, and ensure the rule of law.
-
Changes in the quality of economic growth. Without economic growth, it is impossible to overcome poverty and ensure an increase in the standard of living of broad strata of the population. Changes are needed precisely in the quality of economic growth – it must become innovative, inclusive and sustainable.
-
Changes in employment policy – employment with decent wages reduces both absolute and relative poverty, thereby reducing inequality.
-
Changes in the spheres of health and education. Educational processes today must take into account the trends of the future. Educational standards should be updated, the educational process should be built on the basis of inclusiveness and digitalization, educational and scientific clusters should be formed and developed.
“The economic well-being of the country directly depends on the healthcare sector. The coronavirus pandemic has shown that it is necessary to invest resources both in building a strong healthcare system and ensuring the sanitary and epidemiological well-being of the population, and in setting up our own production of critically needed products”, – Igor Petrashko said.
For the successful development of the Strategy, 20 working groups will be created on the platform of the Center for Economic Recovery with the involvement of specialists from the Government, ministries, analytical centers, institutes, international organizations, business and business associations.
