The Ministry of Education and Science proposes a project to create a startup-school-incubator-accelerator network for the restoration and development of an innovative ecosystem

The Ministry of Education and Science proposes to introduce a pilot project to create a startup-school-incubator-accelerator network based on institutions of higher education and scientific institutions to restore and develop the innovation ecosystem. The corresponding draft resolution of the Cabinet of Ministers of Ukraine and documents to it are posted for public discussion on the official website of the Ministry of Education and Science.

“As a result of the brutal war, it becomes necessary to overcome the influence of the aggressive actions of russia. In particular, it is necessary to create conditions for the development of the national innovation ecosystem by expanding the network of infrastructure elements, actively attracting scientists, combining scientific and industrial potential, ensuring technology transfer and commercialization of scientific results, increasing the volume of innovative products in the total volume of industrial output, as well as selling products. with high profitability”, – said Minister of Education and Science Sergiy Shkarlett.

The draft act proposes a solution to the above problems by introducing a pilot project to create a startup-school-incubator-accelerator network on the basis of higher education institutions, scientific institutions and the implementation of measures aimed at determining:

  • the procedure for creating a network based on institutions of higher education and institutions;
  • the main functions of a start-up school-business incubator-accelerator;
  • annual network performance indicators.

In addition, the MES team conducts a competitive selection of scientific, scientific and technical works and projects funded by the external instrument of assistance of the European Union to fulfill Ukraine’s obligations in the Framework Program for Research and Innovation of the European Union “Horizon 2020”, one of the directions of which is “support of innovative activity of institutions of higher education and scientific institutions”. The selection of winners in this direction is based on the following criteria:

  • efficiency of commercialization of scientific, scientific and technical results;
  • the presence of an innovative infrastructure based on a higher education institution, a scientific institution;
  • availability and success of experience in submitting applications for participation in the Horizon 2020 Program by higher education, scientific institutions;
  • experience of cooperation with representatives of the business sector.

These criteria make it possible to determine the ability of a higher education or scientific institution, as well as to actively carry out innovative activities. It is proposed to create a startup-school-incubator-accelerator network based on the winning institutions.

We inform the participants of the Competition that it has been suspended at the stage of conducting scientific and scientific and technical expertise in order to ensure the safety of the involved experts. After the termination or cancellation of martial law, all applications will be transferred to experts for examination and continuation of the competitive selection according to its certain stages.
