The competition for common Ukrainian-Lithuanian research projects for 2022-2023 has started

On March 1, 2021, a competition for joint Ukrainian-Lithuanian research projects was announced for implementation in 2022-2023. The organizers of the competition are the Ministry of Education and Science of Ukraine, the Ministry of Education, Science and Sports of the Republic of Lithuania and the Research Council of Lithuania.

Applications are accepted until May 4, 2021.

Priority directions:

  1. information and new production technologies (laser, precision, mechanotronic, robotic, plasma, optoelectronic, sensor, etc.);
  2. energy and energy efficiency;
  3. ecology and rational nature management;
  4. life sciences, new technologies for the treatment and prevention of the most common diseases, research in the field of biotechnology, bioengineering and genetics;
  5. new substances and materials;
  6. priority problems in the field of social sciences and humanities;
  7. defense technology.

The competition is open to any research groups of higher education institutions, research institutions, enterprises, the charter of which indicates the activities of scientific research in Ukraine and research groups of institutions of the Republic of Lithuania.

Filing an application

To participate in the competition, you must submit the following documents.

  • Covering letter (1 copy, scanned copy is not allowed). Requirements: on the letterhead of the applicant institution, addressed to the First Deputy Minister of Education and Science Kizim N.A., a free-form text indicating the name of the general project, priority direction, full name of the research supervisor and with a list of appendices. It is imperative to note that research on the project topic is not funded from the state budget within the framework of other competitions.
  • Application form for participation in the competition (2 paper copies of the application, scanned copies of pages with signatures and seals from the Lithuanian partner are allowed; pages with signatures and seals from the Ukrainian side – only in the original). Requirements: bilingual (filled in sequentially in Ukrainian and English in one file). Requirements for all clauses of the application are given in the application file.
  • Letter of confirmation from the Lithuanian project manager partner (1 copy; scanned copy of the letter is allowed). Requirements: on the letterhead of the partner institution, addressed to the head of the applicant institution, free-form text indicating the name of the general project, which must match the name of the project in the application form.
  • Expertise certificate for open publication of materials on the topic of the project (1 copy, scanned copy is not allowed). Requirements: the expert commission of the institution approves the conclusion, which indicates that the materials of the project proposal do not contain information prohibited for open publication, the text in any form.
  • CV of Ukrainian and Lithuanian scientific leaders of the project (1 copy each). Requirements: CVs of each manager are drawn up in two languages ​​- Ukrainian and English, text in any form.
  • Fill out the application form, in which you must download the completed application in * .doc and * .pdf formats. It is better to fill out a Google-form after preparing all the specified documents.

All paper materials must be collected in one signed folder (on the folder, indicate the name of the competition, the name of the applicant institution, the topic of the project, the name of the head).

The organizers will only consider applications that are completed in accordance with the specified requirements and were sent on time.

They can be represented in two ways:

  • send by mail (the date is determined by the stamp on the postage envelope and must be no later than the last day of the competition). Please do not send documents by the recommended Ukrposhta shipment, it is enough to choose a simple shipment. In the case of sending documents by the courier of New mail, the documents are delivered to the correspondence box in the lobby of the Ministry of Education and Science at the above address.
  • submit in person – leave in the correspondence box located in the lobby of the Ministry of Education and Science at the above address.

Selection stages

  • verification of documents for compliance with the requirements of the competition;
  • transfer of applications for scientific expertise;
  • conducting scientific examinations in parallel in both countries;
  • ranking the list of projects based on the results of scientific expertise of both parties;
  • selection and approval of 10-12 highest-rated research projects for funding at a meeting of the bilateral Ukrainian-Lithuanian Commission;
  • publication of the results of the competition on the website of the Ministry.

Chronology of the competition

  • March 1 – the opening of the competition;
  • May 4 – competition closes (17:00 CET);
  • October (tentatively) – announcement of the results;
  • March 2022 (tentatively) – conclusion of contracts for project financing.

Project evaluation criteria:

  • scientific relevance, quality and originality of the project;
  • the possibility of joint research and the adequacy of the scientific method and approach;
  • the ability and competence of temporary research teams to implement the project;
  • experience of participation in international projects and development of international cooperation;
  • the quality of the infrastructure of the institutions involved in the project;
  • participation in the project of young scientists (up to 35 years old);
  • possibilities of practical use of the project results.

Intellectual property

Scientists from the Ukrainian side, in particular project managers, must take all necessary measures to protect their scientific, technical and industrial values, as well as intellectual property rights. The main attention will be paid to ensure that, within the framework of cooperation, an unplanned transfer of Ukrainian technologies to other countries does not take place.

Financing

The project proposal must be calculated for 2 years. Funding is allocated separately each year. Appropriate contracts for the implementation of projects are annually concluded with the performers. The decision to extend funding for the next year is made after reviewing the report for the previous year of work.

The Ministry finances the expenses of Ukrainian scientists during a visit to the Republic of Lithuania, namely: travel expenses, accommodation, daily subsistence allowance, visa if necessary and medical insurance (the amount of daily expenses and the maximum amount of expenses for renting accommodation per day are calculated in accordance with the Resolution of the Cabinet of Ministers of Ukraine dated 02.02 .2011 No. 98).

Financial support includes salaries of Ukrainian research project participants. In addition, the contract for the implementation (transfer) of research work between the Ministry of Education and Science and the project executing institution provides for items of expenditure for the purchase of materials and overhead costs to support the organization where the research project is being carried out.

The visits of Lithuanian colleagues are provided at the expense of the Lithuanian side.

Additional Information

Research teams that have received project funding during 2020-2021 cannot participate in the competition. Such teams can submit projects to the competition only after 1 year has passed since the end of the deadline for receiving the last funding for this program.

Project leaders and key stakeholders can submit multiple applications. However, managers will not be able to obtain funding for more than one project.

Ukrainian candidates for participation in the competition should make sure that their Lithuanian partners have submitted a relevant application on the same research topic to the Research Council of Lithuania.

Information about the winners of the competition will be published on the website of the Ministry of Education and Science of Ukraine in the section “Science” → “International scientific projects” → “Bilateral scientific competitions” → “Results of competitions”.

Only the winners of the competition will be informed by e-mail at the e-mail indicated in the application for further steps.
